The development of a Competence-Based System of Vocational Qualifications is a high priority objective for Cyprus. The Human Resource Development Authority is undertaking the establishment and operation of the System, which is based on Standards of Vocational Qualifications (SVQs), in two phases. The System provides the assessment and certification of the competence of a person to carry out a specific job on the basis of the SVQ, in real working or/and simulated conditions.
During the 1st phase of the implementation in the period 2006-2009, 5 SVQs at level 2 have been developed in the 3 priority economic sectors of Hotel and Catering (Waiter, Cook, Receptionist), Construction (Builder) and Retail Trade (Sales Person). Opportunities for access are provided to employees only. Until now a total of 203 certificates of vocational qualifications have been awarded, mainly to sales persons.
During the 2nd phase, which is co-financed by the European Social Fund and covers the period 2007 – 2013, the development of 72 new SVQs in priority occupations at various levels is envisaged and opportunities for access are expected to be provided to 6.000 candidates, employees, unemployed and inactive persons. The standards will cover a broader range of occupations in the economic sectors of Retail and Wholesale Trade, Automotive Repairs, Hotel and Catering, Construction, Manufacturing, in the themaic sectors of Systems and Networks of Communication/ Computers and Hairdressing as well as in the qualification of Instructor of Vocational Training.
Furthermore, specific studies will be conducted in order to examine how the System will incorporate the branches/specialisations of Technical and Vocational Schools, the Apprenticeship System and other initial vocational training programmes, as well as the validation/accreditation of formal, informal and non-formal learning.
The establishment and operation of the System of Vocational Qualifications is expected to have positive effects on the productivity of human resources, the reinforcement of lifelong learning and the mobility of the human resources of Cyprus all over Europe.
