Single-Company Training Programmes in Cyprus
From the 1st of June 2022, applications for approval of training programmes are accepted exclusively through the Ermis digital portal
The HRDA operates two (2) Single-Company Training Programme Schemes in Cyprus:
1. Single-Company Training Programmes in Cyprus (De Minimis).
2. Single-Company Training Programmes in Cyprus (State Aid).
Interested companies/organisations are invited to study the provisions of each Scheme and decide which of the two Schemes they wish to apply for the implementation of a training programme. The main differences between the two Schemes are summarised below:

Aim
The aim of the Scheme is the design, organisation and implementation of training programmes by companies/organisations to meet their employees` training needs.
Basic Provisions
- The Schemes are based on the Commission Regulation (EU) No. 1407/2013 of 13 December 2013 on the application of Articles 107 and 108 of the Treaty on the Functioning of the European Union to de minimis aid and Commission Regulation (EU) No. 651/2014 of 17 June 2014 declaring certain categories of aid compatible with the internal market in application of Articles 107 and 108 of the Treaty as amended by Commission Regulation (EU) 2023/1315 of 23 June 2023.
- The Schemes cover the training needs of companies/organisations for existing and/or newly recruited staff, aimed at acquiring or enhancing their knowledge and skills, according to job requirements.
- Training programmes may be implemented by trainers employed by the company/organisation or by other trainers from Cyprus or abroad.
- An application for approval must be submitted to the HRDA at least three (3) calendar weeks prior to the start of the programme.
Financial Coverage
A subsidy is provided to the employer, calculated on the basis of the eligible training costs incurred in organising and implementing the programme.
Thematic Areas
Every two years, the HRDA publishes the thematic areas for training subsidisation to inform and guide companies/organisations in the implementation of Single-Company Training Programmes in Cyprus.
Cooperation
For each company/organisation cooperating with the HRDA in the implementation of Single-Company Training Programmes in Cyprus, a designated Officer in the Training Services Directorate is available to provide information and technical support throughout the process. To ensure transparency on the submission of an application, the HRDA issues a Policy and Procedures Guide, which sets out in detail the policy, procedures, as well as the criteria and conditions for the approval and subsidisation of programmes of the Scheme.
