Training Programmes under the Cyprus Recovery and Resilience Plan (RRP)

The Human Resource Development Authority of Cyprus (HRDA), by decision of the Minister of Labour and Social Insurance, has been designated as the implementing body for four projects concerning training programmes aimed at acquiring specialised knowledge and skills under the Cyprus Recovery and Resilience Plan (2021–2026). Specifically, the HRDA has undertaken the implementation of the following projects:

• Training programmes for acquiring digital skills.
• Training programmes for acquiring knowledge and skills related to the green economy.
• Training programmes for acquiring knowledge and skills related to the blue economy.
• Training programmes for acquiring entrepreneurship knowledge and skills.

The implementation of the training programmes was successfully completed, making a substantial contribution to achieving the target set under the Recovery and Resilience Plan (RRP) for upgrading and strengthening the skills of Cyprus’s workforce. The target of training 25,600 participants by 31 August 2026 has been achieved and exceeded through the cooperation of the HRDA and the implementing bodies, as well as the contribution of the Cyprus Productivity Centre (CPC). Specifically, by 30 June 2026, more than 28,700 participations in training programmes had been recorded.

In particular, as regards the HRDA, more than 20,120 participants successfully completed over 1,320 training programmes, covering the acquisition and upgrading of knowledge and skills in the fields of digital skills, the green and blue economies, and entrepreneurship.

The successful completion of the training programmes demonstrates the significant contribution of the HRDA to promoting lifelong learning, upgrading and developing the country’s human resources, and adapting them to the modern and evolving needs of the labour market.

Recognising the strategic importance of developing the digital skills of the country’s workforce, the HRDA announces the continuation of the implementation of the Project “Training Programmes for Acquiring Digital Skills” using national resources, following the completion of its funding under the European Union (EU) Recovery and Resilience Facility (RRF) on 31 August 2026. From 1 September 2026 until 31 December 2026, the HRDA will continue implementing the existing contracts under the Project under the same basic terms applicable to each contract, including the 100% subsidy of participation in the training programmes, which continues to cover public-sector employees.
